These standards will bemonitored by a laboratory facility at NFEx which will ensure that only safe, chemical-free, and high-quality produce are sold.
One-Stop, One-Shop Depot
Producers do not only produce. They also purchase. Every enterprising producer seeks a backload to bring home after selling his produce. NFEx provides for this need. As co-owners of the facility, producers can buy their other production requirements from NFEx producers and stallholders in the area. NFEx will ensure that the facility hosts a wide range of products and producers. To date, sellers in Divisoria are waiting to be allowed to sell at NFEx. Their proposals will be assessed on the basis of need and the desired product mix of NFEx.
PEZA-Accredited. The Philippine Economic Zone Authority (PEZA), in Resolution No. 09-577, approved the NFEx as a Special Economic Zone in November 18, 2008. Locators at NFEx will enjoy special privileges in the export and import of their goods. This status will attract big locators, including call center companies that would ensure more employment and more people traffic at NFEx.
Professional Management
SACFEI, was structured to ensure a management model with the efficiency and effectiveness of a private corporation that is free from bureaucratic red tape. On another hand, because of public sector stake, NFEx will also enjoy the support and clout of the local government, particularly in providing continuous technical support to farmers and fishermen-producers.
IT-Based Operations and Functional Market Information System. NFEx will be equipped with specialized Information and Communication Technology (ICT) facilities required by stallholders, locators, partners, and customer. The NFEx Market Information System will streamline the process of providing producers and manufacturers with current inventory and pricing. NFEx operations will be supported by business-to-business systems. At the core of the physical facility of NFEx will be a modern, digital business network connecting producers and their multiple markets.

State of the art security systems will keep NFEx safe and secure, 24/7. Surveillance equipment connects to a main, central command that controls security functions.
Ownership of Stalls One of the biggest attractions in locating to NFEx is the prospect of owning stalls. Its ownership-based economic system ensures that all qualified locators are true stakeholders and co-owners of progress (kamay-ari sa pag-asenso). Instead of the traditional buyer-and-seller system, NFEx will operate cooperatively, shifting the impetus of ownership from developers and capitalists to actual farmers, fishermen, producers, and manufacturers. Under this set-up, cooperatives and farmer-producers are not just suppliers, but true partners in looking after the growth of production and the growth of NFEx. This strong symbiotic relationship would ensure the continuous viability of the facility.
Fast and Easy Cargo Handling. Part of the North Rail Mass Transport System is the planned North Rail Cargo Bay to be located exactly at the doorstep of the NFEx facility. Cargo handling, through the North Rail line, will modernize the transport and movement of food products and other goods from Central and Northern Luzon to Metro Manila.
Institutional Linkages.
At the NFEx facility, the producers themselves will market their produce, a process that gives them the flexibility to offer their products at lower prices and still gain substantial profit from their own sales. NFEx boasts of institutional linkages with cooperatives and producers in the provinces of Nueva Ecija, Bataan, Pampanga, Pangasinan, Baguio, Benguet, and the Ilocos provinces, all of which will form the core of stallholders at the complex.
