SACFEI’s Founding Chairman is Josefina M. Dela Cruz, multi-awarded former Governor of the Province of Bulacan. Stepping down at the end of her 3 successful , consecutive terms as Chief Executive, she devoted her expertise in business engineering and local governance to seeking more innovative ways of improving on her legacy of technology and people-driven economic development.

Former President of San Miguel Packaging Products of San Miguel Corporation and World Packaging Organization, Dr. Raul C. Hernandez, is at the helm of the organization as President. The venerable people development expert was former undersecretary of the Department of Trade and Industry.

Representing cooperatives and entrepreneurs, Cooperative Rural Bank of Bulacan Chairman, Jacinto S. Jose, Jr., and Agrofood Processing and Development Corporation Chairman, Dr. Pilar H. De Ocampo are SACFEI’s Corporate Secretary and Treasurer, respectively.

Former Bulacan Chamber President and successful businesswoman, Violeta C. Luna serves as Auditor. She is respected by both peers and subordinates as one of the most innovative and enduring entrepreneurs in Bulacan.

Serving in their capacity as Directors, Bulacan Governor Joselito R. Mendoza, and Provincial Board Member Glenn B. Santos, represent the progressive voice of the Provincial Government of Bulacan and local governments.

THE MONDRAGON INSPIRATION

SACFEI is composed of some of the most vibrant, dynamic, and nationally-acknowledged personalities in business, cooperative entrepreneurship and groundbreaking local governance. Each member is an acknowledged leader and pathfinder in his expertise and profession. However, they share a common bond—their faith and reverence for the Cooperative Philosophy.

The most prominent example of what SACFEI founding fathers believed would be the future of a new cooperative economy are the Basque Mondragon Cooperatives of Spain.

The Mondragón Cooperative Experience was an inspiring example of people committed to a particular ideal. It was created from a promise: to transform the company through internal democracy, service to the community and equal wealth distribution, in order to transform society. Its dream pointed toward the self-government of the company and of other areas of social life, from education to social provision, and health.

SACFEI founder, lead visionary, and former Local Government Executive Josefina M. Dela Cruz saw an economic powerkeg in the bustling cooperative communities of her province, Bulacan. The development boom through these communities had been waiting decades for that defining spark that would accelerate their ascent to true “corporate cooperative” status. They needed a vehicle—a system of physical and human infrastructure expansive and advanced enough to host their mounting creativity and innovation. More significantly, they needed their business communities and local governments to appreciate and support the new cooperative economy that their convergence would inevitably usher in.

Gathering the best and most fertile minds in business management, cooperative and entrepreneurial development, and the staunchest pro-people policy makers, Governor Dela Cruz began the dream of what is to be known as the Southeast Asian Commodities and Food Exchange, Inc.—builder of economic crossroads, empower of cooperative causes, and agents of transformative economies.
